The Housing Choice Voucher (HCV) Program connects landlords with qualified tenants and provides monthly housing assistance payments (HAP) administered by WHEDA. Participating landlords provide safe, reliable housing while receiving consistent rental income.

Landlords in the HCV Program benefit from reliable housing assistance paid directly by WHEDA, a large pool of qualified renters, support from WHEDA and local Program Agents, and clear housing quality standards and leasing processes. In turn, landlords must ensure dwelling units pass and maintain the HCV program’s housing quality standards for as long as the owner receives housing assistance payments. In addition, the landlord is expected to provide services as agreed in the signed lease and the HAP contract with the Public Housing Authority (PHA).

Manage Your HCV Properties via the Landlord Portal

ReFrame is WHEDA’s secure online portal for HCV and PBV tenants and landlords. This account management tool allows HCV and PBV participants to report changes, view and download program resources, complete forms, scan or upload documents, submit requests online to WHEDA’s Program Agents assigned to your voucher county, and process rent payments. It’s available 24/7, so there’s no need to visit or call your Program Agent's office or send an email!

How to Become a Landlord for the WHEDA HCV Program

Landlords play a key role in meeting the objectives of the Housing Choice Voucher (HCV) Program. Becoming a WHEDA Housing Authority landlord is simple!

To become a landlord with the HCV program, you will need an HCV tenant. Contact WHEDA’s Program Agent in the county where your property is located and provide them with the following information:

  • Name of Landlord/Management Company
  • Property address
  • Unit Bedroom Size
  • Number of Bathrooms

To get your property seen by HCV families:

√ In your marketing materials, always mention that your property is available for HCV Section 8 program voucher holders.

√ Market your unit with Affordable Housing

√ If a voucher family requests to rent your property:

  • Conduct your usual screening.
  • You and the voucher family fill out and submit the request for tenancy approval (RFTA), which the voucher family will have.
  • Prepare the property for inspection using the NSPIRE Standards checklist.
  • You and the voucher family will sign your lease, and you and the PHA will sign the Housing Assistance Payments (HAP) contract.
