Your Housing Choice Voucher (HCV) helps make your home affordable. To keep your assistance active, it is important to comply with the lease and program requirements, pay your share of the rent on time, maintain the unit in good condition, and notify your Public Housing Agent (PHA) of any changes in income or family composition.

Everything you need to manage your voucher is available online through ReFrame, WHEDA’s secure online portal for HCV and Property-Based Voucher (PBV) tenants. This account management tool allows HCV and PBV participants to report changes, view and download program resources, complete forms, scan or upload documents, and submit requests online to WHEDA’s Program Agents assigned to your voucher county. It’s available 24/7, so there’s no need to visit or call your Program Agent’s office or send an email!

What You Need To Do

Successfully managing your voucher with WHEDA’s Program Agent assigned to your voucher county is essential to maintaining your housing benefits and ensuring a stable living situation. Here are some tips to help you navigate the process smoothly and remain in good standing.

√ Keep your contact information up to date.

Program Agents often send email communications regarding updates and initiatives. In addition, messages are sent in the portal to notify you of changes, including any shifts in the subsidy paid by WHEDA or your portion of the rent due to self-reported changes in household income or family composition.

√ Complete required Reexaminations.

Every year, WHEDA's Program Agents schedule HCV and PBV families for a reexamination. As with the eligibility screening, during a reexamination the Program Agent will review your family's household composition, income, and certain expenses to confirm your ongoing eligibility and ensure you are receiving the correct subsidy amount. Reexaminations are scheduled about 120 days before their effective date to allow time for processing and verification.

HCV and PBV participants should complete reexaminations through the ReFrame Tenant Portal. The system is accessible from a computer or phone and securely collects family information and supporting documents.

√ Report household changes when they happen.

If an HCV or PBV participant has a change in family composition, income, or certain expenses at any time, they should request an interim reexamination. Since these factors affect the amount of subsidy a participating family receives, it's essential to request an interim subsidy as soon as possible after the change to avoid an unnecessary financial burden. If you are ever in doubt about whether to request an interim—ask.

As with regular reexaminations, HCV and PBV participants should request Interims through the ReFrame Tenant Portal.

√ Prepare early for ongoing inspections.

After the unit passes an initial inspection and you move in, WHEDA must conduct ongoing inspections at least every year or two (depending on the program, occupants, and/or ownership). Make sure to keep your home in good condition, promptly address any issues or concerns, and communicate often with your property owner or manager to ensure you are both ready for the next inspection.

√ Abide by the lease and comply with HUD and WHEDA's rules and regulations.

To remain in good standing, all household members must follow the terms of the lease and tenancy addendum, as well as the Family Obligations (HCV) or Statement of Family Responsibility (PBV). In addition, make sure to familiarize yourself with the property’s rules and regulations, understand your responsibilities, and pay your portion of the rent and any tenant-paid utilities on time.
